One Man’s Battle
Against Light Pollution
to express frustration about how artifi cial lights are ruining
our night sky. It’s another thing to do something about it. This is a brief
summary of my friend Mario Motta’s persistent eff orts to curtail light pollution.
By day, Mario is a cardiologist at the North Shore Medical Center in Salem,
Massachusetts. On clear nights, Mario operates a 32-inch telescope whose
dome is built above the garage of his house, located near Gloucester, Mass.
Mario is an active member of the Amateur Telescope Makers of Boston, and
has won awards for his outreach eff orts. On May 9th he becomes president of
the Massachusetts Medical Society, and he is a member of the American Medical
Association’s (AMA) Council of Scientifi c Aff airs and Public Health.
Mario is attacking light pollution at the local, state, and national levels.
Working with Gloucester’s mayor and a committee, Mario showed the city
council that it could save $180,000 per year by using
full-cutoff , low-wattage bulbs. The council unanimously
passed an ordinance in 2006 mandating that
all replacement lights in streets, businesses, and multifamily
homes use full-cutoff lighting. That helped
darken Mario’s skies. But for him, that wasn’t enough.
He is currently working with State Senator Cynthia
Creem in the Massachusetts legislature to sponsor a
statewide light-pollution law. Senator Creem serves on
several powerful committees, which gives her the clout
to move the bill forward. Mario has since lined up 30
cosponsors and is “cautiously optimistic” that a bill will
be passed in the next year. “If the bill doesn’t pass, it
won’t be through lack of eff ort,” he says.
Nationally, Mario has submitted a resolution to the
AMA for it’s upcoming June annual meeting to have
excessive glare declared a safety hazard. In August
2008 he conducted a light-pollution briefi ng in Washington
with 32 Senate staff ers.
Mario’s love of astronomy motivates his actions. But
he emphasizes that if you want government offi cials
to take light pollution seriously, you have to frame your argument in terms
of reduced energy costs and greenhouse-gas emissions, and enhanced public
safety. “Talking about energy savings will get a legislator’s attention, because
that translates into tax savings,” says Mario. “But you can mention the beauty of
the night sky. They won’t pass a law because of that, but it’s an added bonus.”
